About

Operating within the council-manager form of government, the City Manager is appointed by the elected City Council to serve as the Chief Executive Officer for the City of Rochester. In this capacity, the City Manager oversees the day-to-day operations, executes directives from the Council, and manages various city departments.

Collaborating closely with elected officials, the City Manager provides valuable advice on key issues and decisions, ensuring the seamless functioning of city utilities and services. Key responsibilities include budget development, implementing council legislation, appointing department heads, and coordinating vital city development projects.

Serving as a crucial liaison with the public, media, and local stakeholders, the City Manager acts as the face of Rochester's local government. Although not elected, the City Manager serves at the pleasure of the City Council, embodying a vital link between appointed administration and elected representation in the City of Rochester.
