Master Plans provide the opportunity for long-term planning and create a conceptual framework to guide growth and development. These documents are then used as guidance to draft regulations that ensure development meets the vision of our community.

State Statute (RSA 674:1-4) empowers the Planning Board to prepare and amend the Master Plan to help guide growth and ensure the community’s voice is carried through to the development regulations and ordinances.  Municipalities are required to have a Vision Chapter and Land Use Chapter of their Master Plan but have the ability to incorporate other Chapters to help advise their specific goals, as outlined by State Statue.

Currently the City includes the following Chapters in our Master Plan:

  1. Transportation
  2. Community Facilities and Utilities
  3. Economic Development
  4. Natural Resources
  5. Recreation
  6. Cultural and Historic Resources
  7. Community design
  8. Housing

Existing Master Plan Chapters can be found on the Planning Department’s Webpage under the Plans and Studies Library located HERE.

The City is currently updating the Natural Resource and Cultural & Historic Resource Chapters. Input from the Community is necessary to ensure our Master Plan captures the vision of our community. Please follow the link on the right side of the page to track progress of updates and learn to how to become a part of the process.
