COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT

The Rochester City Council will hold a Public Hearing on November 16, 2021 at 6:30 p.m. in the Rochester City Hall Council Chambers, 31 Wakefield St., Rochester, NH 03867.

Community Development Block Grant (CDBG) funds are available to municipalities through the NH Community Development Finance Authority. Up to $1,000,000 is available for each housing project under the CDBG-CV allocation due to COVID-19. All projects must directly benefit a majority of low- and moderate-income persons. The Public Hearing will comment on the following:

A proposed application to the Community Development Finance Authority for up to $1,000,000 in CDBG-CV Public Facilities Grant Funds. Easter Seals NH plans to construct on an undeveloped 140-acre parcel of land into a planned campus of affordable housing, supportive services and recreational amenities designed to serve Rochester and Strafford County residents seeking to age with dignity in a supported residential community. The goal is to provide high quality, sustainable housing options (65 units) to elderly residents with incomes ranging from 30-80% of the area median income.

Adoption of a project-specific Residential Anti-Displacement and Relocation Plan, applying the terms of the City’s existing Residential Anti-Displacement and Relocation Plan to this project.
