Located in the recently restored City Hall Annex Building, the Department of Planning and Development is responsible for coordinating the physical development and redevelopment of Rochester. This Department provides staff support for the Planning Board, Zoning Board of Adjustment, Historic District, Conservation, and Arts & Culture Commissions.
The mission of the Planning & Development Department is to coordinate the physical development and redevelopment of the City of Rochester in order to promote orderly growth, foster efficient use of infrastructure,
protect property rights and investment, maintain property values, protect and enhance the environmental/historic/cultural resources, enhance the business climate, improve and protect the social capital, health, safety, and welfare of its citizens. We do this by facilitating the process of
establishing Rochester’s long-term and short-term development goals, the implementation of those goals, being proactive and reactive in updating regulations and ordinances, and through an efficient and thorough review process.
